Does anyone ever give health insurance cards for billing to there local health department?

I was wondering if it made any difference to a patients bill if they gave there health insurance to their local health district? Does it make any difference. I'm just wondering because even if you do have insurance why would you provide it if the health department only asks for a minimum payment for anything like, childrens shots, yearly physicals and a womans birth control.
